The Chinese government established the one-child policy in 1980, limiting most couples to having just one child. The programme was implemented to aid in the control of China's rapidly rising population. The policy is expected to have saved 400 million births.
In 2015, the regulation was repealed and replaced with a two-child policy. Hong Kong is exempt from this legislation because it has one of the world's lowest fertility rates. The Hong Kong government offers tax breaks for having up to nine children.
